rkflash tool is available here: https://github.com/crewrktablets/rkflashtools
A GUI tool, originally based on rkflashtool, is available here: https://github.com/linuxerwang/rkflashkit (rkflashtool still gets new development of advanced features, rkflashkit may be all you need though, rkflashkit was ?originally? a re-implementation of rkflashtool in python+libusb instead of c+libusb)

You will need a Linux/BSD/OS X box with libusb and development tools to use it. Root access is not necessary if you add the following udev rule to /etc/udev/rules.d/51-rockchip.rules:

 SUBSYSTEM=="usb", ATTR{idVendor}=="2207", MODE="0666"

Now reload your udev rules and you should have read access to your Rockchip device when it's booted in flash mode:

 sudo udevadm control --reload-rules

Recent versions of rkflashtool grew a README that explains the command.
